BWTS Service Orders: Owner, Manager, Charterer and Agent Responsibilities
Updated
A responsibility matrix identifies who approves technical work, pays charges, provides access and receives reports. It should reflect the actual contractual arrangements rather than presume that the party requesting an urgent attendance controls every decision.

Key takeaways
- Technical and commercial approvers
- Vessel and agent operational contacts
- Additional-work approval route
- Invoice and technical-record recipients
Identify decision authority
Name the technical approver, purchasing entity, vessel representative and commercial invoice contact. Where a charterer or trader initiates an enquiry, establish the owner's or manager's role in authorising equipment work. An email request for availability is not necessarily authority to change the installed configuration.
Allocate operational interfaces
Specify agent arrangements, terminal access, crew support and communication of schedule changes. The vessel retains its operational and safety responsibilities. The service provider's agreed tasks should not be used to infer responsibility for cargo planning or ballast-discharge permission.
Document changes and reporting
Establish approval routes for additional labour, parts and repeat attendance. State which parties receive service findings and which retain original calibration or testing records. The matrix is a procurement coordination tool, not legal advice about obligations under a charterparty or management agreement.
Illustrative procurement scenario
A charterer requests urgent attendance and an agent arranges boarding, while the technical manager retains authority to approve component changes. The order records these separate roles and the escalation contact. A proposed additional repair is then routed correctly. The arrangement avoids inferring technical authorisation from the fact that a third party initiated the booking.
Sea Clean service and quotation requirements
Sea Clean services all EC BWTS manufacturers and variants, including annual instrument calibration, calibration certificates, diagnostics and spare-parts support. Sea Clean is an authorised Headway agent; other manufacturers are serviced independently.
Include the following with the email request: Ordering entity, vessel/IMO, technical approver, agent and reporting arrangements. Multiple vessels in the same area or along an efficient route can be assessed for shared mobilisation. Prices, component availability and attendance arrangements are stated in the quotation.

Frequently asked questions
Can a trader arrange service on behalf of a vessel?
Yes, with clear end-user identification and authorisation arrangements. Technical decisions and record ownership should remain explicit in the order.
