BWTS Service Quotations: Fixed Scope or Time and Materials?
Updated
A fixed-scope quotation suits work that can be defined before attendance. Diagnostic work with uncertain equipment condition may require staged approval or time-and-materials terms. The appropriate commercial model depends on what is known, not simply the service category.

Key takeaways
- Defined tasks versus diagnostic uncertainties
- Included labour, travel and materials
- Approval limits and change control
- Task-specific completion evidence
Separate known work from investigation
An identified instrument schedule and defined calibration method allow a clearer work package than an unexplained intermittent shutdown. List the tasks supported by current records and the uncertainties requiring investigation. Avoid requesting a complete-system repair guarantee from a symptom description that does not identify the defective component.
Define chargeable assumptions
Specify included hours, equipment access, operating demonstrations, travel, parts and reporting. For variable work, establish authorisation limits and approval contacts. The quotation should distinguish labour expenditure from the decision to purchase parts or undertake additional specialist tasks.
Agree the completion test
State the records and checks required to close each task. Diagnosis can be complete when a supported finding and next action are documented, even if a separately ordered replacement remains outstanding. Conversely, a general attendance report is not evidence that an agreed calibration or functional test was completed.
Illustrative procurement scenario
The order contains a defined annual instrument schedule and an unexplained intermittent alarm. The routine calibration can be quoted separately from a staged diagnostic allowance. The manager sets an approval contact for further work after findings are available. This preserves commercial control without requiring the provider to promise a complete repair before the cause is established.
Sea Clean service and quotation requirements
Sea Clean services all EC BWTS manufacturers and variants, including annual instrument calibration, calibration certificates, diagnostics and spare-parts support. Sea Clean is an authorised Headway agent; other manufacturers are serviced independently.
Include the following with the email request: Known tasks, unresolved faults, commercial preference and authorisation arrangements. Multiple vessels in the same area or along an efficient route can be assessed for shared mobilisation. Prices, component availability and attendance arrangements are stated in the quotation.

Frequently asked questions
Is a fixed price always less expensive?
Not necessarily. Compare the included work and risk allocation. A low fixed attendance price may exclude the diagnosis, parts or repeat visit actually required.
