BWTS Class Approval and Documentation Process

Updated

BWTS class approval runs from submission of installation drawings — piping, electrical, structural, and hazardous-area — for classification-society review, through survey attendance during installation and commissioning, to a documentation set kept on board: the type approval certificate, ballast water management plan, commissioning test report, and sensor calibration records. Approved-for-construction drawings must be in hand before fabrication, and the completed documentation supports port state control.

BWTS Class Approval and Documentation Process

Key takeaways

  • A BWTS installation modifies piping, electrical, and structural systems, so the classification society reviews it to protect the ship's safety and class.
  • The submission covers piping, electrical (including a load study), structural, and — on tankers — hazardous-area drawings and equipment certification.
  • Approved-for-construction drawings must be in hand before fabrication to avoid rework if class requires changes.
  • A surveyor may attend installation and commissioning to verify the work matches approved drawings and that testing demonstrates function.
  • On-board documentation must include the matching type approval certificate, management plan, commissioning report, and current calibration records.
  • Consistent, current documentation that reconciles with the system's behaviour is the strongest defence against port state control escalation.

Why Is Class Involved?

A BWTS installation modifies the ship's piping, electrical, and sometimes structural systems, and on tankers it touches hazardous areas. The classification society reviews these changes to confirm they do not compromise the ship's safety, stability, or class notation.

Class approval also underpins flag-state acceptance and the ship's statutory certificates. An installation done without class approval risks the ship's class and its ability to trade.

The class society reviews drawings, may witness testing, and endorses the documentation that the ship relies on at port state control.

What Drawings Are Submitted?

The submission package covers the piping arrangement (integration with the ballast system, bypass, sampling points), the electrical design (power supply, load study, cabling, protection), the structural aspects (foundations, penetrations, supports), and, on tankers, hazardous-area classification and equipment certification.

Class reviews these for compliance with its rules and the applicable statutory requirements, and returns comments. The drawings are revised until class issues approval — often approval in principle first, then approved-for-construction drawings once details are fixed.

Fabrication should not start until approved-for-construction drawings are in hand, because building to unapproved drawings risks rework if class requires changes.

What Does Class Check?

Class checks that the piping does not compromise the ballast system's function or the ship's damage stability, that penetrations through fire and watertight boundaries maintain their integrity, and that pipe supports are adequate.

On the electrical side it checks the load study, cable sizing, protection coordination, and, on EC systems, the DC arrangement and hydrogen degassing safety. On tankers it checks that all equipment in hazardous zones carries the correct explosion-protection certification.

It also checks that the control and safety interlocks are adequate — that the system inhibits non-compliant ballasting and discharge — because these are safety and environmental functions.

How Does Survey Attendance Work?

A class surveyor may attend during installation to verify the work matches the approved drawings — welding, penetrations, and installation of certified equipment in hazardous areas — and during commissioning to witness the functional and commissioning tests, depending on the administration's requirements.

The surveyor confirms the installation is built as approved and that testing demonstrates the system works. Any deviations are recorded and resolved before the installation is accepted.

The scope and timing of attendance vary by class society and flag, so it is agreed in advance as part of project planning.

What Documentation Must Be On Board?

The core documentation set is the type approval certificate matching the installed model and rated capacity, the ballast water management plan approved for the ship, the MEPC.325(75) commissioning test report, and sensor calibration records with reagent lot and expiry.

The ballast water record book records every ballast operation and must reconcile with the system's own logs. Together these documents form the evidence chain an inspector follows.

A type approval certificate that does not match the installed model, an expired calibration, or a record book that does not reconcile with the alarm history all give an inspector grounds to look harder, so the documentation must be kept current and consistent.

How Does This Support Port State Control?

At a port state control inspection the ship presents the type approval certificate, the management plan, the record book, the commissioning report, and calibration records. An inspection typically starts documentary and escalates to sampling only if the documents or the system's condition raise concern.

Consistent, current documentation that reconciles with the system's behaviour is the strongest defence against escalation. Sea Clean AS provides service reports and class documentation support, and coordinates sampling with independent ISO 17025 laboratories (Sea Clean is not itself an accredited lab).

Sea Clean supports installation, commissioning, and pre-inspection verification, attending 0–24h in Norway and the North Sea region and by arrangement elsewhere. Contact post@seaclean.no with the model, serial, and scope.

Frequently asked questions

Do I need class approval to install a BWTS?

Yes. The installation drawings — piping, electrical, structural, and hazardous-area — must be approved by the ship's classification society before fabrication, and a surveyor may attend installation and commissioning. Installing without class approval risks the ship's class.

What documentation must be on board after a BWTS install?

The type approval certificate matching the installed model, the ballast water management plan, the MEPC.325(75) commissioning test report, sensor calibration records, and a maintained ballast water record book. These form the evidence chain for port state control.

What does class check in the drawings?

That the piping and structure do not compromise ballast function or stability, that penetrations maintain fire and watertight integrity, that the electrical load study and cabling are sound, that hazardous-area equipment is certified, and that safety interlocks are adequate.

Can I start fabrication before class approves the drawings?

It is strongly inadvisable. Building to unapproved drawings risks costly rework if class requires changes. Wait for approved-for-construction drawings, and run class approval in parallel with procurement to keep the schedule.
