Ballast-Water Testing Reports: Purchase-Order Deliverables
Updated
A purchase order should specify the testing report required, not simply request a certificate. The document must identify the sample, method, results, represented operation, responsible provider and limitations relevant to its intended use.

Key takeaways
- Testing purpose and report recipients
- Sample, method and result traceability
- Units, reporting limits and limitations
- Review and submission responsibilities
Define recipients and purpose
Identify whether the report supports commissioning, an applicable monitoring programme, a customer request or technical investigation. State the intended recipients and required language or document format. A report appropriate for internal diagnostics may not satisfy a flag/class submission or a prescribed monitoring record.
Specify traceable content
Request vessel/IMO, sample identifiers, collection details, relevant method references, results with units and reporting limits, and any departures or limitations. Where multiple parties collect and analyse, their roles should remain distinguishable. Reported results must be attributable to the sampled operation rather than a generic declaration about the complete treatment system.
Separate reporting from acceptance
State who reviews the report and whether authority submission is included in the commercial scope. Provider issue, owner receipt and authority acceptance are separate events. A commercial completion certificate should not replace the analytical report, and an invoice description should not determine the scientific meaning of a result.
Illustrative procurement scenario
An owner requests an analytical report for a defined monitoring purpose but receives only a supplier attendance certificate. The attendance document may accurately describe the visit, yet it does not contain the required sample and result information. A purchase order naming both the analytical deliverable and responsible issuer makes the missing item identifiable without disputing whether a technician attended.
Sea Clean service and quotation requirements
Sea Clean coordinates ballast-water sampling and testing with appropriately qualified laboratories and service parties. The quotation identifies the analytical provider, method, reporting scope and vessel attendance. Sea Clean is not an accredited laboratory.
Include the following with the email request: Required report contents, intended use, recipients, vessel details and testing date. Multiple vessels in the same area or along an efficient route can be assessed for shared mobilisation. Prices, component availability and attendance arrangements are stated in the quotation.

Frequently asked questions
Does a laboratory report automatically authorise ballast discharge?
No. It provides evidence within its stated scope. Vessel procedures and applicable authority requirements determine discharge decisions and any required acceptance.
