Ballast-Water Samples: Vessel, Agent and Laboratory Handover

Updated

The vessel-to-laboratory handover should preserve sample identity, handling conditions and timing across every transfer. Port agents coordinate access and transport; they should not be expected to infer analytical requirements from an unlabelled package.

Key takeaways

  • Provider-issued handling instructions
  • Sample identifiers and transfer records
  • Named agent and laboratory contacts
  • Deviation reporting and disposition

Assign handling instructions

The testing provider or laboratory specifies containers, identification, handling and delivery requirements. Communicate these instructions to the parties transporting the samples. Avoid assuming that every ballast-water sample uses the same preservation or transport conditions; requirements follow the method and parameter.

Document each transfer

Record the sample identifiers, collection details, dispatch and receipt information required by the programme. Separate the operational contact list from the analytical report. A transport receipt demonstrates a delivery event, not necessarily that the sample remained acceptable for the intended analysis.

Escalate deviations promptly

Delayed collection, damaged containers, missing identification or uncertain conditions should be referred to the responsible provider before interpretation. Retain the deviation record and decision. Do not relabel or reconstruct missing scientific details from memory merely to keep a booked laboratory slot.

Illustrative procurement scenario

The agent receives a sample package whose transport booking is correct but whose identifiers do not match the accompanying record. The discrepancy is referred to the sampling provider before analytical interpretation. The agent does not invent a tank number or collection time to complete the paperwork. Traceable correction or a provider-directed replacement sample is preferable to an apparently complete but unreliable record.

Sea Clean service and quotation requirements

Sea Clean coordinates ballast-water sampling and testing with appropriately qualified laboratories and service parties. The quotation identifies the analytical provider, method, reporting scope and vessel attendance. Sea Clean is not an accredited laboratory.

Include the following with the email request: Sampling provider, laboratory destination, port-agent details and required transfer arrangements. Multiple vessels in the same area or along an efficient route can be assessed for shared mobilisation. Prices, component availability and attendance arrangements are stated in the quotation.

Frequently asked questions

Can an agent choose the sample preservation method?

The analytical provider should specify the method-dependent requirements. The agent's role is to execute the agreed logistical arrangements.
