Ballast-Water Testing: Planning for Inconclusive Results
Updated
An inconclusive result requires a documented technical response, not an automatic pass or automatic equipment replacement. A testing order should identify who interprets the result, authorises further work and coordinates any additional sampling or analysis.

Key takeaways
- Original result and stated limitation
- Responsible interpretation and escalation
- Additional-work authorisation
- Alternative sampling window and reporting record
Identify the type of uncertainty
Distinguish an analytical limitation, unsuitable sample, interrupted operation and a result requiring detailed assessment. These situations have different remedies. Preserve the original record and the provider's explanation; replacing it with a later satisfactory result would conceal the reason additional work was undertaken.
Agree the decision pathway
Name the vessel representative, testing provider and any required flag/class contact. The responsible technical party should determine whether repeat sampling, detailed analysis or equipment investigation is appropriate. Crew screening results can inform the discussion but should not be presented as a substitute for the required independent evidence.
Reserve time and commercial authority
Include a contingency for further attendance, transport and laboratory work without promising that all eventualities are covered. Identify approval limits and alternative vessel calls. Clear authority reduces delay when additional evidence is needed; it does not permit continued discharge outside the vessel's applicable requirements.
Illustrative procurement scenario
An indicative result requires further assessment under the provider's procedure. The superintendent already has an agreed approval route for additional analysis and an alternative attendance window. The original result remains in the file, together with the reason for follow-up. The contingency speeds the decision process; it does not turn the initial result into a pass or authorise unrestricted discharge.
Sea Clean service and quotation requirements
Sea Clean coordinates ballast-water sampling and testing with appropriately qualified laboratories and service parties. The quotation identifies the analytical provider, method, reporting scope and vessel attendance. Sea Clean is not an accredited laboratory.
Include the following with the email request: Original test report, uncertainty identified, vessel schedule and proposed follow-up scope. Multiple vessels in the same area or along an efficient route can be assessed for shared mobilisation. Prices, component availability and attendance arrangements are stated in the quotation.

Frequently asked questions
Should an inconclusive test be recorded as a failure?
Use the provider's actual classification and explanation. Inconclusive, invalid and non-compliant results are not interchangeable descriptions.
