Ballast-Water Testing: Surveyor Attendance and Witness Coordination
Updated
Surveyor involvement should be established from the applicable flag/class arrangements before scheduling the test. Sampling, witnessing, report review and certificate action are different responsibilities and may not occur at the same time.

Key takeaways
- Vessel-specific acceptance arrangements
- Provider and survey contacts
- Treatment/discharge/witness sequence
- Report review and completion responsibilities
Identify the acceptance route
Ask the owner or appointed survey organisation which documents, provider qualifications and attendance arrangements apply to the vessel's specific purpose. Do not infer a universal physical-witness requirement from another ship's experience. The testing party and the surveyor may have separate reporting and scheduling responsibilities.
Synchronise the required participants
Build a sequence covering treatment, discharge, sampling, any witness opportunity and report issue. Supply the plan to vessel, agent, testing provider and survey contact. Identify the point at which a change of operation requires rescheduling rather than assuming that everyone can accommodate a revised discharge on arrival.
Define completion records
Retain the agreed plan, provider details, sampling record, test report and relevant correspondence. Record any deviation and its disposition. Completion of onboard sampling does not necessarily mean the survey or certificate process is finished; the order should state who follows the documentation through to the required recipient.
Illustrative procurement scenario
The testing provider is available on the planned date, but the owner has not established the survey organisation's expected involvement. Before booking, the manager obtains the vessel-specific arrangement and shares the operation sequence. This avoids assuming either that physical attendance is always mandatory or that the provider's report alone completes every survey requirement.
Sea Clean service and quotation requirements
Sea Clean coordinates ballast-water sampling and testing with appropriately qualified laboratories and service parties. The quotation identifies the analytical provider, method, reporting scope and vessel attendance. Sea Clean is not an accredited laboratory.
Include the following with the email request: Survey purpose, appointed organisation, witness requirements and planned discharge schedule. Multiple vessels in the same area or along an efficient route can be assessed for shared mobilisation. Prices, component availability and attendance arrangements are stated in the quotation.

Frequently asked questions
Is a surveyor always required physically onboard during sampling?
Do not assume so. Establish the applicable arrangement with the vessel's flag/class or appointed survey organisation before attendance.
