Port-Side BWTS Commissioning Support
Updated
Commissioning support establishes whether the agreed shore, vessel and treatment arrangement can be operated safely. It should close physical interfaces and operating responsibilities before a routine service begins.

Key takeaways
- Commission the complete berth-to-vessel arrangement, not the treatment unit alone.
- Use real pump curves and hose losses to define the operating envelope.
- Test alarms with the personnel who will respond during service.
- Separate functional commissioning evidence from regulatory acceptance evidence.
- Confirm project-specific permissions and acceptance requirements before operation.
- Convert the first run into controlled procedures and training.
Set the Commissioning Boundary
List the unit, hoses, manifold, utilities and control signals in the test boundary. Name the party that owns each isolation point. Exclude unrelated terminal systems in writing.
Compare vessel ballast-pump curves with hose loss and manifold elevation. Test at realistic flow points rather than only at idle. Record the pressure at which an operator must stop.
Agree whether the event is a handover, a functional test, or an operational trial. Each purpose needs a different witness and record. Do not let an informal demonstration become an acceptance claim.
Prepare the Berth
Walk the hose route before equipment arrives. Check lifting positions, vehicle segregation and emergency access. A drawing should show where hoses may cross working areas.
Verify shore power quality, earthing and backup arrangements where controls require them. Confirm lighting and communications for night work. Put utility loss into the stop-work plan.
Coordinate the vessel master, terminal representative and service lead before connection. Confirm language, radio channel and alarm signals. Record the handover time and responsible watchkeepers.
Test Functions in Order
Prove interlocks and valve indications before moving water. Then check start, stop and controlled shutdown. Avoid combining several unproven functions in one run.
Exercise alarms with the people who will respond to them. Confirm which alarm requires isolation and which permits a controlled stop. Capture alarm text and setpoint revisions.
Check drains and containment after the first wet run. Inspect for leakage at couplings and low points. Assign cleanup and waste decisions before demobilisation.
Create Useful Evidence
Use a signed test sheet with criterion, observation and disposition. Include timestamps, flow, pressure and alarms. Link photographs to the specific check rather than a general gallery.
Separate commissioning records from any regulatory sample result. A functional pass does not establish universal acceptance. Confirm flag, port, class, authority, permit and approval requirements for the project.
IMO G5 is guidance for reception facilities, not an automatic licence. Keep local assumptions in the handover pack. Update them when berth conditions change.
Coordinate Specialist Work
Sea Clean can coordinate project planning and relevant parties as PACT Marine's European partner. That commercial relationship is not an approving authority role. Local permissions remain the project owner's responsibility.
Sea Clean can coordinate with independent ISO 17025 laboratories and flag or class-authorised parties where required. Agree sampling points and custody before pumping. Do not infer a result from a visual inspection.
Regional Norwegian and North Sea response can be arranged within 0–24 hours. Other locations are by arrangement, subject to travel, visas and port access. Build those constraints into mobilisation dates.
Hand Over Repeatable Work
Turn the proven sequence into a controlled berth procedure. Include connection, start-up, alarm and shutdown checklists. Revise it after the first operating call.
Train operators on the actual drawings and communication plan. A generic equipment briefing does not prove local competence. Retain attendance and observed-task records.
Review delays, hose incidents and alarms with the terminal and vessel. Assign corrective actions with owners and dates. Use that review before increasing campaign frequency.
Frequently asked questions
Does commissioning support approve a port-side BWTS?
No. It documents the agreed functional scope. Applicable approvals and acceptance must be verified with the relevant flag, port, class, authority and permit route.
Who should witness commissioning?
The project should identify witnesses in its acceptance plan. This may include the owner, terminal, vessel and authorised parties, depending on the scope.
What is the first wet test?
It is a controlled transfer used to check flow, pressure, leakage and operating sequence. It should follow dry checks of valves, controls and safety arrangements.
Can Sea Clean arrange sampling support?
Sea Clean can coordinate with independent ISO 17025 laboratories and flag or class-authorised parties where required. The project must agree the method and chain of custody first.
