Make the tender basis comparable

Issue the same vessel particulars, maker and model, fault history, port window, access constraints and requested deliverables to every bidder. State whether the work is preventive maintenance, troubleshooting, commissioning support, calibration or a defined combination.

Ask bidders to return a line-by-line compliance schedule, not only a lump sum. A comparable tender identifies included hours, travel, attendance days, tools, test equipment, consumables, replacement parts and report preparation.

Read the method statement for sequence and control

The method should explain isolation, safe access, inspection, cleaning, component replacement, functional testing and restoration in an order suitable for the installed system. Generic statements such as “service as per OEM” do not show whether the bidder understands the actual filter, UV, chemistry, sampling or valve arrangement.

Look for hold points before energisation, chemical exposure or discharge, and for defined acceptance evidence. The method should state what happens when a pre-existing defect, unavailable utility or failed test prevents the planned sequence.

Test competence without accepting vague claims

Request the proposed personnel, relevant system training, role, availability and experience with the exact maker or equipment family. Confirm how supervision and technical escalation will work; a résumé listing general marine work is not proof of competence on a particular BWTS.

Set a close-out deadline and document format, including photographs or data exports where needed. A technically sound visit that leaves no reproducible evidence creates avoidable work for the ship and weakens future troubleshooting.

Score risk as well as price

Use weighted criteria for technical conformity, method quality, personnel, availability, exclusions, evidence, response time and total cost. Record reasons for scores and distinguish a missing tender response from a technically unacceptable proposal.

Before award, resolve deviations in writing and attach the accepted scope, method, rates and deliverables to the order. A tender evaluation is a procurement decision, not an independent certification of the BWTS.
