Ballast-Water Testing Tenders: A Scope Matrix for Ship Managers

Updated

A ballast-water testing tender should identify the purpose of each test before requesting a price. Commissioning, operational screening, discharge monitoring and fault investigation require different evidence. A scope matrix prevents a low-cost screening offer from being compared with a laboratory-backed monitoring programme.

Key takeaways

  • Testing purpose and applicable reference
  • Sample and parameter schedule
  • Responsible sampling and analytical parties
  • Reporting, travel and contingency line items

Define the evidence required

Use one row for each required outcome: biological efficacy at commissioning, applicable routine monitoring, chemical residual measurement or diagnostic investigation. Record the governing reference, vessel applicability, sample location and required report recipient. A supplier's generic description of D-2 testing does not establish that every organism group, chemical parameter or submission requirement is included.

Allocate sampling and analysis

Identify who supplies sampling equipment, obtains samples, performs onboard assessment, arranges laboratory analysis and issues the final document. Record the applicable laboratory scope and any flag/class acceptance requirements. Sea Clean coordinates testing with appropriately qualified parties; laboratory approval must be attributed to the party performing the relevant analysis, not transferred to the service coordinator.

Make offers commercially comparable

Separate attendance, travel, sampling, individual analytical packages, reporting and cancellation charges. Specify the planned discharge operation and alternatives if access changes. Price comparison becomes meaningful only after the technical rows match. An offer excluding laboratory work or repeat attendance is not directly equivalent to an inclusive testing package.

Illustrative procurement scenario

A manager receives one offer for an onboard indicative assessment and another including independent sampling, laboratory parameters and a formal report. The offers should be placed in different scope rows before price comparison. The missing analytical lines can then be requested explicitly. Selecting the lower total without that reconciliation would purchase a different evidence package, not necessarily the same test at a better price.

Sea Clean service and quotation requirements

Sea Clean coordinates ballast-water sampling and testing with appropriately qualified laboratories and service parties. The quotation identifies the analytical provider, method, reporting scope and vessel attendance. Sea Clean is not an accredited laboratory.

Include the following with the email request: Testing-purpose matrix, vessel schedule, required parameters and reporting recipients. Multiple vessels in the same area or along an efficient route can be assessed for shared mobilisation. Prices, component availability and attendance arrangements are stated in the quotation.

Frequently asked questions

Can one quotation cover several testing purposes?

Yes, provided each purpose has its own method, parameters, responsible party and reporting deliverable. A single commercial order should not merge distinct technical conclusions.
